BODY CAMERAS REDUCE VERBAL ABUSE BY 60%

A dramatic reduction of 60% in the level of verbal abuse was achieved by the SIA Approved Contractor, ISS Mediclean, at the Chelsea & Westminster hospital during an 8 week trial using body worn video equipment to record incidents. The Robocam mobile CCTV units, supplied by Interconnective Limited, are being used extensively by UK Police forces and also being introduced into the private security sector. The trial has demonstrated the equipment to be effective when dealing with acts of violence, aggression and anti social behaviour. ISS Mediclean is currently finalising deployment of the Robocam body cameras throughout its business with the first two sites being the Chelsea & Westminster and Worcester Hospitals.

ROBOCAM HAILED SUCCESS

Sergeant Rob Thomas from Wellington’s Local Policing Team has hailed the success of an initiative that has seen the owners of Wrekin Retail Park fund their own dedicated Community Support Officer.
The park attracts large numbers of vehicle borne shoppers from across Telford and Shropshire, as well as being located next to the Arleston area of Wellington from where foot access to the park is possible. Although the footpath provides a convenient pedestrian route for shoppers, the downside is that it also allows easy access to the park for those intent on committing crime or causing a nuisance.
With this downside in mind, in 2006 initial contact was made with the park’s owners, agents Legal and General Property Limited, when a meeting was called to discuss ongoing problems with crime, vehicle and pedestrian nuisance and other types of anti social behaviour on the park.
The initial discussion led to the proposal that, in addition to the normal policing service, the site owner’s fund a Community Support Officer, employed and managed by West Mercia Police, to work exclusively on the park. The intention of this proposal was to provide increased reassurance to customers and retailers as well as having a direct effect on crime and disorder levels.
As a successful result of further discussions, on April 1st 2007 the dedicated Wrekin Retail Park CSO started work for the first time.
Speaking about this use of this CSO, Sergeant Thomas explained:
“This initiative has allowed us to increase the number of CSOs on the adjoining Arleston and College Local Policing Team from two to three. This means that we have not only been able to employ a CSO dedicated solely to the park, but also that it is possible to rotate the CSO working on the park on a weekly basis.
“This has meant that the staff involved are constantly refreshed and looking forward to a new challenge - as well as bringing with them their up to date local knowledge of problem individuals from the surrounding area.
“Recent evaluation work has shown that in the period April to September 2007 there have been roughly a 70% drop in crime and a 50% drop in anti social behaviour on the park compared to the same period in 2006.”
A spokesperson for Legal and General said:
“Legal & General are very pleased with these initial results and the way that this positive initiative has improved the environment for our retailers, customers and the local community”.

Telford Police’s robo-cam equipment has also been used by the CSOs working on the retail park and Sergeant Thomas explained how this has been a source of useful information for his team.
“The use of robo-cam has allowed us to gather evidence to assist the local policing team when tackling the anti social behaviour of some local youths. It has also helped detect a number of criminal offences involving littering and draw attention to the careless and inconsiderate driving of some visitors.

Police and lawyers have hailed the impact of Robocam footage shown at the trial of Wendy Walters at Birmingham Crown Court.
They say there is little doubt it played an important part in securing Walters’s conviction for the murder of Barry Evans.
It is believed to be the first time West Mercia Constabulary has used evidence from a head-mounted mini-camera in a court trial.
The jury was able to see what Robocam-equipped Constable Ross Ashmore, the first police officer at the scene, saw and heard when he arrived at the flat.
Dramatic footage of ambulance staff pumping Mr Evans’s chest were shown on screens located around the courtroom.
The jury were also able to see and hear Walters’s befuddled demeanour as she sat in the bedroom, swearing repeatedly, and leading Constable Ashmore to the kitchen where she opened a drawer and produced the knife used to stab Mr Evans.
Detective Inspector Jon Collier, from West Mercia Constabulary, said: “Robocam enabled the jury the unusual opportunity to get a vivid and accurate picture of the scene where this tragic event took place, and also allowed them to assess Wendy Walters’s state of mind and her actions and statements in the immediate aftermath of Barry Evans’s murder.
“The footage was of enormous benefit as it allowed us the precious opportunity to revisit the scene on many occasions via recorded images during the course of our investigation.”
Acting Superintendent Paul Kinsella, from Telford Police, said the town’s police had been piloting Robocam for the West Mercia force and the Walters case clearly demonstrated its potential.

LATEST ROBOCAM TECHNOLOGY HELPS OFFICERS RECORD EVIDENCE

Thanks to North Warwickshire Borough Council, police in North Warwickshire now have the latest technology in the form of high-tech robocams to record evidence.
PCSO David Brown said "The Head Cams will be used to monitor Anti Social Behaviour and Nuisance Youth issues along with Evidence for crime and also to reduce crime and fear of crime. This should help in our efforts to protect the communities we serve here in North Warwickshire.
So far the HeadCams have been used in Water Orton, Wood End, Kingsbury and Coleshill and members of the community are very positive about them. The cameras allow us to go to area's that would not normally be covered by CCTV and with the positive impact the HeadCams have had to date I am sure they will be a big success in the future.
The HeadCams are essentially high tech digital cameras the size of a golf ball that record evidence in real time. They have up to 4.5 hours recording time in one go and can hold 120 hours of evidence.
Inspector Ron Drake explained "Once officers have been on the street and captured evidence we can project the data onto a larger screen and use it for a live briefing to help us identify those involved. The evidence is submissible in court and magistrates can see in real time how someone's behaviour develops.
"It's overt recording so it is a deterrent. The HeadCams self-adjust for light and you cannot edit anything on the recorder.
The HeadCams have already been used by the police off road bike team and other applications include filming purse snatchers in action and capturing the atmosphere of a situation as it evolves for example at a football match or town centre at night.

ROBOCAM

Officers on the Leamington North SNT team have purchased a digital video camera that can be worn by Officers as part of their uniform. ( A RoboCam )
The small compact lens which is quite visible, fits to the Officers headwear, which is then attached via a cable to a pocket sized Hard Drive.
A control switch allows the Officer to easily start to "Record" what they are seeing should they come across an incident that video evidence may be of value.
The camera can record hours of footage to the Hard Drive which can be transfered to Computer and if need be to CD Rom. The footage is of high quality and can be used as evidence with out Authorisation if required, because it is not covert and can be easily seen.
Officers will wear it while on general patrol, but only record footage when appropriate.
It will be useful for when Officers witness incidents in the street, attend potentialy aggressive situations or as evidence that action has been taken, such as serving/issuing legal documents or tickets etc.
So if you see an Officer wearing a RoboCam, do not be alarmed, .......unless your behaviour is inappropriate!
